Cambodia and Singapore have reaffirmed to further strengthen their bilateral trade and investment cooperation. The commitment was made by H.E. Pan Sorasak, Minister of Commerce of Cambodia, and H.E. Gan Kim Yong, Minister for Trade and Industry of Singapore, during their bilateral meeting via videoconference on 7 September 2021. The meeting focused on the strengthening of trade and investment ties between the two countries, the progress of the ratification of Regional Comprehensive Economic Partnership (RCEP) Agreement between ASEAN and its Member States, especially the readiness of Cambodia to be the Chair of ASEAN in 2022 and to host related meetings. Singapore voiced its full support and will provide close cooperation for Cambodia for the success of its ASEAN chairmanship next year and the hosting of ASEAN Economic Ministers’ Meeting and related meetings under the pillar of ASEAN Economic Community. H.E. Pan Sorasak laid stress on the bilateral trade and investment between Cambodia and Singapore and suggested the cooperation areas that both sides should focus on in socio-economic recovery such as ensuring continued flow of goods, promoting business matching, strengthening e-commerce sector, building regional supply chain and increasing investment of Singapore in Cambodia. H.E. Pan Sorasak, also ASEAN Economic Minister for Cambodia, informed his Singaporean counterpart about the progress of Cambodia’s preparations for the chairmanship of ASEAN in 2022, especially under the pillar of ASEAN Economic Community, including the compilation of key documents on main economic achievements and so on. The minister also updated H.E. Gan Kim Yong on the ratification process of RCEP Agreement scheduled to enter into force in early 2022 so that we can gain benefit from the agreement amid the socio-economic recovery efforts. Ban of All Foreign Arrivals from India Lifted -------------------- [Previous announcement] In efforts to contain the spread of COVID-19 in Cambodia, the Ministry of Health of Cambodia will temporarily ban Indian citizens and foreigners travelling from India, through India, or those with travel history to India within the last three weeks before entering Cambodia by air or land, from entering Cambodia from 29 April 2021 until further notice. --------------------

(Source: AKP / as of 28 April 2021) Four more Sangkat of three Khan in Phnom Penh capital have been considered as Red zones, announced the Phnom Penh municipal administration in a new decision released on 28 April evening. The new Sangkat set as Red zones are Prey Sar and Dangkor of Khan Dangkor, Boeung Tompun of Khan Meanchey, and Tuol Sangke 1 of Khan Russey Keo, it pointed out. The existing Red zones are Sangkat Boeung Salang of Khan Tuol Kok, Sangkat Stung Meanchey 1, 2, 3 of Khan Meanchey, and Sangkat Chom Chao 1 of Khan Pursenchey. The Phnom Penh municipal administration also identified the Dark Yellow and Yellow zones. The Dark Yellow zones are composed of 41 Sangkat of the 14 Khan, while the Yellow zones of 65 Sangkat of 13 Khan. Red zones are areas with serious community spread of COVID-19, while Dark Yellow and Yellow zones with moderate and mild COVID-19 community spread, respectively. In Red zones, people are not allowed to leave their houses unless for essential reasons. Sports activities outside the house are also prohibited. Markets, food shops, including alcoholic beverage sales, and other business activities must be suspended temporarily, except basic social services. People in Dark Yellow zones must also stay home. The travel, for essential reasons only, is allowed between Dark Yellow and Yellow zones, while the travel across the Red zones or outside Phnom Penh capital and Takhmao town is acceptable with some exceptions only. Besides, occupation and business activities that are not for daily basic needs as well as gatherings are banned. For all authorised businesses and activities, health safety rules must be followed. For Yellow zones, while schools, entertainment clubs, resorts, cinemas, theatres, museums, fitness centres, etc. are required to close and large gatherings are prohibited, all kinds of travel and businesses can operate as usual. The travel from Yellow zones across Red and Dark Yellow zones or outside Phnom Penh and Takhmao are allowed only for essential reasons. Furthermore, curfew must be imposed in Yellow zones between 08:00 pm and 5:00 am, but with some exceptions, as in Dark Yellow zones. Phnom Penh and Takhmao Put under Two-Week Lockdown (as of 15 April 2021) Phnom Penh capital and Ta Khmao town of Kandal province are set into a two-week-long lockdown as the number of new infections remain high. The lockdown measure, which come into effect from 00:00 on April 15 until April 28, 2021, is aimed to ensure the effectiveness of COVID-19 spread control in Phnom Penh and Takhmao town, considered as a single area, and to prevent the transmission to other areas, underlined the Royal Government in a statement tonight. During the lockdown, people are not allowed to leave their house unless necessary and with some exceptions: travel for authorised professions and businesses, for foods and other daily necessary stuff with at most 2 persons per household and not more than three times a week, and for health emergencies, etc. Anyway, the travel must not be made between 08:00pm and 05:00am, except for emergency health and family reasons, goods transport, and so on. Besides, all gatherings are banned, except among household members, funerals, and gatherings of health staff and competent authorities on duty. Mask wearing and safety distancing as well as sanitation and temperature screening are required. ------------------------ សេចក្តីសម្រេចស្តីពីការបិទខ្ទប់រាជធានីភ្នំពេញ និងក្រុងតាខ្មៅ រយៈពេល២សប្តាហ៍ PM Hun Sen: Lockdown Measure Not to Starve People (Source: AKP - 14 April 2021) The lockdown measure of Phnom Penh capital and Takhmao town of Kandal province was taken not to starve people, but to combat and prevent larger spread of COVID-19 pandemic into community, stressed Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen in a special statement tonight. "No lack of food, rice, meat, vegetable in Phnom Penh during the lockdown," the Premier reassured. All businesses in Phnom Penh and Takhmao must be closed down temporarily, but food- and daily necessities-related businesses and key supply services such as firefighting, electricity, clean water garbage collection, etc. as well as emergency services will remain as usual. Samdech Techo Hun Sen asked Phnom Penh Municipal Governor H.E. Khuong Sreng to pay attention to poor people by providing them with rice and other foodstuff, and ordered the release the government's food stocks into market with decent price. Besides, the Prime Minister urged for understanding, patience and participation from his compatriots during the 14-day period to cut off the COVID-19 transmission chain. Samdech Techo Hun Sen also called for the ban of alcoholic beverage sales throughout the country to avoid unnecessary gatherings. According to Samdech Techo Hun Sen, as of this hour, more than 300 new infections of COVID-19 have been detected, while the tally already reached 4,874 this morning, of which 2,290 have successfully recovered, with 36 deaths recorded.
